Philip J. Downs, Jr., is a partner of the firm and serves with the police practice group. Mr. Downs primarily defends municipalities, counties, and other public entities, as well as their employees, against civil rights lawsuits. Such actions deal with questions arising (often) under the First, Fourth, and Fourteenth Amendments of the United States Constitution. While each case is unique in itself, Mr. Downs frequently defends his clients against allegations of excessive force, retaliatory arrest, unlawful search and seizure, as well as claims of unconstitutional hiring, training, supervision, and/or discipline practices. In addition to his public entity defense practice, Mr. Downs defends both private individuals and businesses against a host of personal injury related lawsuits, from motor vehicle involved accidents to alleged dangerous conditions of property. Mr. Downs serves throughout the year to support law enforcement training by providing insight, strategy, and guided discussion of key legislative and case law updates to agencies state-wide.
