Phil Downs, an associate attorney, is a member of the firm’s public entity practice group. Phil defends police officers against both state and federal civil rights actions. Mr. Downs brings unique real-world experiences – both as a former infantry officer and combat veteran of the United States Marine Corps, and as a former embedded advisor to Iraqi National Police recruits – to bear in defending his police clients. In addition, Mr. Downs comes from a long family lineage of law enforcement service. Phil has argued law and motion before the United States District Court Northern and Eastern Districts of California. He served as second-chair trial counsel in an officer-involved shooting case, resulting in a defense verdict.
